Rumsfeld ordered it and Bush knew. That means Rumsfeld lied to Congress last week during his sworn testimony to the House and Senate. That's perjury and we all know how much Republicans hate perjury. I expect the House members who voted to impeach Clinton to draw up orders for Rumsfeld. Rule of law! Rule of law!

Defense Secretary Donald Rumsfeld authorized the expansion of a secret program that encouraged physical coercion and sexual humiliation of Iraqi prisoners to obtain intelligence about the growing insurgency in Iraq, The New Yorker reported Saturday.So it was just a couple of low ranking soldiers acting on their own.
