Kos has the entire text of the presidential order that establishes the intelligence panel. The panel is not allowed to examine how the intelligence was used by the whitehouse. It was given no subpoena power.
The entire panel was apointed by Bush. The executive branch investigates itself. I wonder what they will determine. My guess:
It was Clinton's fault.
